Under Act 38-2026, applications filed on or before December 31, 2026 keep the 0% rate; applications filed from January 1, 2027 are generally subject to a 4% rate.
No. Puerto Rico is a United States jurisdiction, so a U.S. citizen buys without any foreign-buyer process, currency exchange or immigration step. What changes is the mechanics: the deed is signed before a notary attorney and property tax is administered by CRIM.
